AUCA Profile
AUCA is a non-profit professional trade association that represents the workforce that supplies, installs, and rehabilitates the infrastructure of water, sewer, gas, electrical, telecommunications, and other underground utility systems. Projects include pipe and plant installations, and are performed for both the public and private sector.

- Addressing the state’s serious infrastructure challenges.
- Maximizing project funding levels to create more municipal drinking water and wastewater infrastructure projects through the existing Clean Water (CWSRF) and Drinking Water (DWSRF) State Revolving Fund programs.
- Develop alternative sources of project funding such as P3’s (Public-Private Partnerships), and removing limits on private activity bond financing for water and wastewater projects.
- Ensuring fair and consistent governmental policies that affect business, taxes, and environmental regulations.
- Addressing workforce development issues to help educate and train the workers needed to serve the utility contracting industry.
What We Do
Slow Pay Resolution
The Association offers members assistance with slow pay issues on contracts involving ADECA and ALDOT. The Association has gained agreement from both agencies for the Executive Director to work on the contractor members’ behalf to resolve slow pay issues through a referral process from the Association office.
Consulting Service
The Association offers members a free consulting service for advice on Davis Bacon Act, Affirmative Action, Section 503 of the Rehabilitation Act and other regulations. A referral from the Association to the consulting firm is required.

Safety Training
The Association offers safety training to the membership at a nominal fee. Examples of the training are: OSHA 10 hour Safety Class 8 hour Competent Person training 4 hour Refresher Course CPR/First Aid 8 or 4 hour class Comprehensive Professional Construction Supervisor Classes are planned at locations throughout the State with a required minimum attendance number. The Association will handle all the details of setting up the class, providing materials, and invoicing for the service.
